The issues of the next National Radioactive Material and Waste Management Plan identified in the project manager’s report for the public debate Numerous issues are covered by the PNGMDR and not all are developed in the project manager’s report. For the purposes of the public debate, the project manager chose to develop five issues, on the basis of the ethical or strategic implications of certain management choices that could be adopted. For each of these five subjects, the project manager presents in its report the challenges and problems as it perceives them and the main characteristics of the management solutions which could be envisaged for the next edition of the PNGMDR, along with their significant impacts. Managing radioactive material and preventing creating a burden on future generations ཛྷ ཛྷ Are the prospects for recycling radioactive material credible? ཛྷ ཛྷ How to assess this credibility, with what degree of confidence? ཛྷ ཛྷ What management choices should result from this analysis? ཛྷ ཛྷ How to mitigate the impacts of current choices on future generations? Anticipating the evolution of spent fuel storage needs ཛྷ ཛྷ What additional technical measures could be used to reinforce the spent fuels storage strategy? ཛྷ ཛྷ How to optimise management of the risks and potential hazards linked to the operation of fuel cycle facilities? ཛྷ ཛྷ Given the intended reduction of nuclear energy in the electricity mix, on the basis of what scenarios should these additional storage needs be defined? Very low level waste, a diversity of solutions to optimise its management ཛྷ ཛྷ Faced with the future large volumes of low toxicity waste in the coming decades, how should the current management methods for very low level waste be developed? Low level long-lived waste, appropriate disposal facilities for the potential risks ཛྷ ཛྷ Faced with the difficulties being encountered with the development of a disposal centre for all these wastes, what options could supplement the ongoing projects? ཛྷ ཛྷ What shape could the new management guidelines take? Defining the practical aspects of the pilot industrial phase for the Cigéo project and the reversibility of deep geological disposal ཛྷ ཛྷ In the 2016 Act, Parliament reaffirmed its wish to see the deep geological disposal project continue, in accordance with two principles, that is reversibility and the implementation of a pilot industrial phase prior to its actual commissioning. ཛྷ ཛྷ How to implement these two principles and address the expectations of civil society? ཛྷ ཛྷ How to involve civil society throughout the lifetime of the project? ཛྷ ཛྷ How to have civil society take part in the major decisions linked to the reversibility of the project (changes in energy policy, technological progress)? ཛྷ ཛྷ How to take decisions to close the disposal vaults? ཛྷ ཛྷ How to monitor and what objectives to set for the pilot industrial phase?
